I think the gardener needs new programming added. LOL.
I thought that might happen - because before we had a green house I had some of my sims herb plants growing on an enclosed porch like room - and I noticed when the gardener came and took care of the huge garden - she never came inside and took care of the herbal plants, even though I made sure the house doors were set to allow her and the maid inside. Now I get why.
They apparently never added Green house or indoor plants to her/his duties.

After doing a few test it appears the planter boxes are the issue. When I removed the planter boxes and the floor they got the service. So the plants needs to be in soil not planter boxes. No more floor in the greenhouse and no more planter boxes and gardener will come.
i'm pretty sure gardeners visit the planter boxes in my main family's greenhouse. i did make sure that every individual plant in them could be routed to (at least a half tile of free space on all sides, though i go with a full space if i can). i just make sure they're not right up against walls/windows or other decor. and give trees even more space since they won't grow near walls, anyway
Gardeners don't offer service to those with a Greenhouse and Planters even when properly routed. Now if removed a wall it might work but I havn't tried that yet. I got one more test so here goes nothing.
I have two greenhouses: one attached to the house and a self-contained one out back.
I hadn't visited this lot in a while and had to hire a gardener again, but I do remember the gardener taking care of greenhouse plants earlier.
They are on the job for me.
He did get attacked by bees.
I thought he was giving up as he walked out the door.
But he was just watering another plant that had just went dry.
He went back to the greenhouse.
I haven't had any long term play however.
I am rotating through many households.
Is your greenhouse door locked? I put all my flowers in a greenhouse room attached to the house, but had to lock it because when my non-Gardening Sims got Playful they'd autonomously disturb the bees making them enraged.

my main household's greenhouse is a lot like ck213's unattached one. foundation, stairs and all. just...bigger since it holds one of every plant (including one each of all seven emotional berry trees. hope the need for that gets fixed) and both the gardener and patchy had a habit of trying to beat my sims to get all the work done when they had the daily career task of 'water a plant' or 'weed a plant'. it's weird that your game isn't allowing your gardeners to work there
...maybe it's weird in that you need one plant 'outside' to actually call them but once they arrive it can be moved to greenhouse/planter box? i dunno. haven't checked anything like that yet
also, depending on how you feel about 'the weird stuff', patchy makes a great free gardener who helps out even on weekends
