My sim just harvest only 4 plants in a plant pot at a time for harvest all

Is that normal? Before the recent patch update, my other sims used to harvest all in my garden in one go for harvest all interaction. After the recent patch update, I created a new sim in CAS and started a new game with him. He leveled up the gardening skill up to 9 via reading skill books and taking care his home garden. When the weeds were appeared, I asked him to tend garden but the alert says there's no plant to tend garden. So I had to command him to weed all separately. He gets rarely bugs and weeds without gardening store trait. Now he is leveling up the gardening skill playing with cow plant most of the time. I haven't purchased Seasons EP. I got the latest patch update on July 11th. I think I better go jungle for leveling up the gardening skill. I noticed sims are leaning gardening skill while cleaning up the vines..?

I can't really duplicate in my own game but I have only tried harvest all.
