I have to download the game and all expansions and packs after reinstalling Windows 10 Will the appropriate patches already be applied?

The game should be uptodate after you have finished reinstalling the game and packs. After you have finished reinstalling the game and packs though , go to Games Library, right click on the Sims 4 picture and click the option to check for updates.
