Family portrait restrictions

Dear Maxis team, I really would like to know why Germany was excluded from the family portrait offer - as the only Western country.

If you're totally fine with packages, here are the family protraits, no phone number nor Sims Mobile involvement. It should work whether you're in Germany, or in Mars.
