I went to give an unplayed Sim a husband, but he could only be roommate or brother, so I then decided he'd be a roommate and they have a child together, no option to do that anymore either. If I play with genetics she only has parent/sibling option, and he gets the option to have a child with an unknown second parent!
Maddening, since I've always built up my town households this way!

Try testing with another sim. You should still be able to make a sim be a husband and for her to have a child with the sim.
There may be an issue with the particular sim.

I just worked it out. She's a teenager, and the other one I tried giving the guy a wife was already married, and I moved her out last week, and forgot. Not concentrating rose!
