Should I add layer(s) to Store World?

I'm going to re-do Sunlit Tides and add some lots on the outlying islands. After searching the web, many said all trees and plants should be placed in the same layer. However, I found no one mentioned or suggested how many lots should be placed in a single layer.
Just wonder should I add new layer(s) for the new lots? Or I should add lots to existing layer.

It doesn't matter at all.
Plants should be on the same layer per chunk. They don't actually have to All be on the same layer.

I'm really poor in terrain painting and sculpting. So I never plan to make big change on the existing world.

But... You might be Perfect at it with a little Practice.
Take a new world and just mess it up playing with the terrain paints and sculpting tools. You'll never know how good you'll be... It's probably easier than you think. Just mess with the fall off and opacity.
