I got a new graphics card, but it's not sending anything to the monitor. At all. I've already verified that my monitor's ports work. I've gone through and made sure everything is properly plugged in. And the GPU is clearly plugged in and working since the fan is spinning. Since now I'm pretty sure it's not a case of faulty ports on the graphics card (I took the other one in and exchanged it), I'm looking for help figuring this out. Is it possible the PCI-E port in my motherboard is faulty? And how do I check the bios? That's the only troubleshooting tip in the installation guide I haven't been able to try.
If it is a problem with my motherboard, how hard are those to? Also, will I need to reinstall Windows 10 after putting in a new motherboard? If this is a step I need to take, it'll be a few months while I get the funds and parts before I can get everything done. By which point I may as well get a motherboard that can support two PCI-E graphics cards, get a second compatible card, and maybe even upgrade my CPU while at it. But for now I need advice.

Checking if the card was in right was the first through 10th thing I did It's firmly and properly secured from what I can tell.
EDIT: Monitor is an Acer S27HL version Dbid. Which I currently have hooked up via a HDVI to DVI-D cable. But I initially tested it up with an HDMI-HDMI cable since my tower doesn't have a DVI-D port on the integrated chip.
The RX 550 does not need to be plugged into the power supply. It's just a standard PCI-E slot install. I've done that many times in the past and know how to do it. It's not a question of if the card is installed correctly, the first through tenth things I checked after verifying the new power supply was properly hooked up was if the card is properly and securely installed.

How do I check the motherboard's bios?
That question is because the ONLY troubleshooting option I've not done yet is to check the motherboard's bios for updates. I don't know how to do that. The second question is:
Is it possible the PCI-E port on my motherboard is faulty?
This question is because previously my old (now dead) network card was plugged into the PCI-E port. Since I know the card was properly and securely installed, and I DO know how to install a PCI-E slot graphics card I'm wondering if it's possible the slot it's self is not transmitting information. It's unlikely two different cards both have faulty HDMI and DVI ports. Plus the manufacturers of my computer cheeped out on parts, installing a power supply which just barely was able to handle the hardware already installed in the tower. So I'm not sure if that could have burned out the PCI-E slot. If the answer is yes, then it might well be the problem. In which case I'll save up and buy a new motherboard. At that point there was a related question.
How hard is it to install a motherboard, and will I need to reinstall windows if I put in a new motherboard?
If it does look like I need a new motherboard to use my new graphics card, I'll probably get one that's an upgrade to what I have, likely with a 2nd PCI-E slot as well. But if I'll need to reinstall windows 10, I'll possibly have to buy a copy since I don't have an install disk.
If needed, I may well end up just taking everything out of the tower and using the case to build a new, stronger computer to begin with. But that again will take time to get the parts and learn what the plum I'm doing.

EDIT 2: Sorry for the snark. I've been working on this since Sunday at 5pm. And I get very frustrated when I come in with very specific questions, and get demands for what my hardware configuration is and assumptions that I don't know how to install a PCI-E slot graphics card. Installing the power supply I'd needed help with and knew it. But installing graphics cards I've been doing for 16 years.
@bob007 is a computer build expert. So is user @chesterbigbird . Demands?? If they come in here and ask you specific questions about your computer, it's for a reason even though you may not understand why they are asking. They are also not mind readers on what you or anyone else knows about computers when asking for help
