Mod to stop townie generation?

I don't know if this is a thing but if anyone can help me find a mod that stops or reduces townie generation, it would be really helpful. I just got CL and I'm trying to recreate where I grew up so I've gone through the "unplayed households" and edited about 50+ households. I took a break and when I went back to tackle the Windenburg households, I realised my game created 3 more not-in-world households. So, I'd really like that to stop happening maybe.

there's no mod that stops it. the game needs them to run jobs like landlords and repairmen and baristas and bartenders.
MCCC attempts to reduce the amount generated by allowing unplayed, jobless sims to be selected for such roles rather than just homeless sims, but you will still find that the game generates a lot.

There's one on MTS, but it just reduces the townie generation
