Is there a tuning file that determines which harvestables grow in specific regions?

And if so, where is it?
Or are harvestable plants hand-placed?
Specifically, I'm trying to get the Forbidden Fruit of the PlantSim trees to grow in the Sylvan Glade. I'm asking because I swear there's some degree of randomness to harvestable plant locations, and how the game determines which plants to grow and when. I know for a fact that fishing spots have a list of allowed fish (and other potential loot), so I'm wondering if plants have something similar.
If there's a tuning file with a list of allowed plants for the Sylvan Glade, my plan is to simply add Forbidden Fruit to that list.
Can this be done?
