Town Population: Too Many Ghosts/Too Few Kids

I've noticed that after playing for a long time, there are a ton of ghosts in the town. Is there a way to prevent this?

In addition, I can never seem to complete the Social Butterfly aspiration because once I get past the first few generations, there aren't enough sim kids in town. Is there a way to regulate the population better?
