Maybe if it's a small twitch, it might just be him, but if it's like the furious kinda slamming the tail on the floor type, then he's mad. If you wanna know, just look at your cat when they're chilling, their tail won't move much or will slowly sway but when you creep up to them and pet them like crazy, the tail will move around more violently.
