I just aged-up my first baby to toddler since they were introduced and these resulted from parents with blue and green eyes, also the "whites" were black. How can I correct this?

If you have cc/mods in your game, move your mods folder to the desktop. Then start the game and see if the issue is still there. If it has helped with the issue, put your mods/ CC back into the newly generated mods folder that is in the sims 4 folder one by one or in batches and testing after each one to see which is the causes of the problem.
@rosemow I just did that and the problem still exists, even after a repair game was done. Should I try resetting the Sims 4 folder (adding in hours of fun chasing down yellow "new item" notifications" or is there another way to go. I can't play with kids who have luminous orange eyes.

Try resetting your sims 4 folder and see if that helps. To do that, move your sims 4 folder ( that is in Documents -Electronic Arts - then the sims 4 folder is there ) to the desktop. Then start the game, and a new sims 4 folder will be generated.
Start a new game and test to see if the issue is in that new save game.
Exit the game and then copy back the "options.ini" file and the "saves" , "screenshots" "tray" "custom music " and "mods" folders from the desktop sims 4 folder to the new sims 4 folder, replacing the new generated file/ folders with the old file/folders from the desktop sims 4 folder.Test the game between placing back each folder. When placing back your mods, test between placing back each cc/mod or batch of cc.
I have reset folder and repaired game and the kid still has orange eyes even on vanilla - I don't see how it can be a Mod/CC problem. Is there anything else I can try, because I've been with 4 from day 1, these are my first Toddlers and I just can't play them with those crazy eyes.

I am sorry that you are having this issue. The cc may have broken those sims, and you may need to wait until they have aged up before their eyes change.
Try testing by moving your mods folder to the desktop. Then create a new household with a toddler in it. Then test to see if this new toddler can have normal eyes.

Are you able to change the eyes back from being vampire eyes? If you aren't, it may be related to cc/mods

Try checking and testing your eye cc first. I hope that you will soon find the cc causing the issues.
