Sims being able to learn new languages

So if / when we get a Holiday Themed Pack, could our sims have the ability to learn the language the natives speak in the country they visited. It's just I find it hard to believe that sims speak the same language everywhere. Obviously if they visited a French inspired Country, Sims wouldn't learn how to speak French, but instead a French inspired version of Simlish. (Frimlish?)

The languages would work just like skills.

At Level 1 they just shout to native speakers in Simlish to try and get their point across. If they try to watch TV in another language they might get a bored moodlet as they don't understand what is going on.

At Level 5 they will just about be able to speak the language, they'll stutter a quite bit - they might say something wrong and the sim they're talking to will begin to laugh at them, and your sim will get the embarrassed moodlet. If they manage to get their point across they might get a confident moodlet. Maybe other sims will give up trying to understand your sim, and decide to speak to them in Simlish instead - this could give your sim a tense moodlet, and the sim they're talking to a bored moodlet.

At Level 10 they're now fluent in the language, they can now communicate properly with natives, they can understand TV Shows abroad, and they can teach the language to other sims.

To help increase the skill, they'd have to read books, watch TV, talk to other sims in the language they're learning.

I just thought this seemed like a nice thing for our sims to learn to help them embrace new cultures - any thoughts?
