It is a result of the Toddlers patch.
Oh I understand it is a part of the Toddler patch; just that it happens after you could bathe the toddler and then suddenly you can't unless you move the bath into an open space.

The issue occurs when you have a baby in the household as well as a toddler. To fix the issue,you can either age up the baby, or wait for the baby to age, or have the baby outside or on another level of the home when bathing the toddler
Do the people who are experiencing this have a baby in the household? I didn't have any problems until my Sim gave birth. It might be a return of the old glitch. I have no mods or cc.
I could bathe the toddler until I had a baby. So following your insight I growed up the baby to toddler, and it works again. No need to move out, rearrange the bathroom or so. Thank you

I agree with jackiejoy - my issue with bathing the toddler didn't start until the parent sim gave birth to another baby. As soon as they returned from the hospital I could no longer bathe the toddler. I've tried all the suggestions: repairing the game, restarting the folder, moving my sims to another lot, putting the tub in an empty room, etc. and the issue persists. I haven't tried making a new sim family (because i'm pretty invested in the one I'm currently playing), but perhaps I will try it if only to confirm that the parent having another baby causes the issue.

As soon as the Toddler update came in, I created a new game on a new computer. No mod/custom contents, just raw vanilla game.
Picked a house already made ingame.
- Got myself a baby, raised her. She turns toddler. Make sure her needs are satisfied. Get to clean her in the tub once. After that, I get this issue. Have to cheat her needs. I tried putting the bath in the living room, bunch of space around, nothing. Still does that.
- Get a second daughter. Turns toddler. Wash her once in the tub, then bug kicks in again. I try again to find a solution. Still no cc in my game.
I just got a 3th daughter. I'll try to see if it does it again, but so far, I need to cheat the toddler's need because they can't be cleaned in the tub more than once. Hope they fix it soon. It's a brand new game without any cc. Clearly it's not a mod issue.

Try resetting your sims 4 folder and see if that helps. To do that, move your sims 4 folder ( that is in Documents -Electronic Arts - then the sims 4 folder is there ) to the desktop. Then start the game, and a new sims 4 folder will be generated. Exit the game and then copy back the "options.ini" or " options " file and the "saves" , "screenshots" "tray" "custom music " and "mods" folders from the desktop sims 4 folder to the new sims 4 folder, replacing the new generated file/ folders with the old file/folders from the desktop sims 4 folder
Well then l guess aging up the nooboos might be the work around again. I will check it out as soon as I can.
i think you might be right. my sims were able to bathe the toddler just fine at first but then my mother sim gave birth and it stopped working! i tried everything. what did work was travelling to a different lot (as visitors) and bathe there, and that worked just fine. (well, worked the first time. not so much the second time i did that, so maybe I did something wrong? I'm going to age up my second sim baby to see if it works.

the bath issue also started once my sim gave birth - weird! I will try the suggestions of moving them to a bigger lot and making sure there's enough room for the tub. Thank you so much - very helpful!

Yes! I just noticed that. So I went and aged up the baby and was able to bathe my toddler immediately right after. So there seems to be a bug when there is a baby around.

This problem has happened to me also. My sim gave birth to my sim then he aged up and was able to bath as a toddler, until she gave birth to twins. My toddler hasn't been able to bathe, this is a bug I believe and I hope they patch it up. Poor toddlers!!

I can't bathe my toddler either, but this only started happening once my sim gave birth to another baby. I don't have any mods or cc either.
I have the same issue. Also didn't start until my sims had another baby. No CC or mods. Also noticed that even if I use the fills needs cheat, my toddler is covered filth. Changing their clothes also doesn't help...
