They can climb stairs, and climb into chairs....kind of sounds like a Dr Seuss story there, anyways I took a couple of premade sims from the gallery and got a little family going on, with a little boy and girl.
They are a little wobbly on their feet though.
He even crawled into bed himself.

Yes the toddlers can go to the community lots with their parents. I just tested it.
There are high chairs, so I'm guessing for the existing lots it will be up to the player to add those things that they need. My only question would be where they would need to be added for them to be part of the group when eating out?

Absolutely adorable!
Little Alexander Goth woke up in the middle of the night and he was sad and crying. He had had a nightmare. He autonomously walked down the hall to his sister's bedroom to wake her up. Cassandra then comforted him and read him to sleep! AWWWWW
That is so adorable!
His expressions and the way he walks and gets up to mischief is just amazing.

Then Mom came home from work. Poor Alena wasn't in the mood for hugs because I went overboard taking pictures and haven't fed the poor thing nor bought toddler stuff
I'd say they even look better than TS2 toddlers.
There's just so much diversity in their appearances. In TS2 and TS3, all of my toddler Sims looked identical to one another. I've generated a couple of Sims from the same genetics in TS4, and I didn't get any clones!
