I've been getting more involved with DO recently, but I have found a couple of major issues.
Food Quality: Both of my chefs are at max skills, yet all the food they put out is at either normal or poor quality. I'm perfectly fine with normal quality food, but the tons of poor quality food is preventing me from getting that 5 stars.
Sims freeze up when cleaning: Everytime a sim tries to clean up, they freeze for a while (multiple sim hours) and then just put down dishes on a table or floor and leave it there, and now piles of ashes have started to randomly appear.
Freezing host: This problem didn't occur at first, but it started creeping its way in. Every time my host seats a customer, they freeze up. First it was a second, a few seconds, and now it's multiple sim hours. They literally just freeze up, they're like statues, and whole they're frozen, dozens of sims are pouring in to be seated. It's makes restaurants unplayable.
I've tried everything under the moon to fix these issues. This includes checking for issues through origin, disabling mods, taking out the sims 4 folder, praising and criticizing, hiring a new host, get a new station, everything I can think of and find.

With your other issues, repairing the game may help. To do that, right click on the sims 4 picture in Origin and click repair.
Try removing the whole mods folder, then start the game and test to see if the issues remain.
You may need to have your sims sell the restaurant, then go into build mode and save the restaurant to your library, then bulldoze the lot. Place the restaurant version from your library back onto the lot. Then have your sims buy the restaurant again and see if the issues remain,

Followed your tips and the cleaning issue sees to have been fixed, but the issue with my freezing hosts still persists.
*EDIT* with a bit more testing, seems like the clening issue wasn't fixed.
Try lowering your graphics settings and see if that helps.
Try switching between 32 bit mode and 64 bit mode and see if one of the modes helps to prevent the issue occurring. Test playing in the mode that you are not currently playing in.
Go to Game Library in Origin . Right click on The Sims 4 picture.
Click on “Game Properties”. Click on Advanced Launch options.
Change the “When launching this Game” setting to “The Sims 4 32-bit”
Or change the “When launching this Game” setting to “The Sims 4 64-bit”
Try turning off origin in-game and see if that helps. To do that, go,to Game Library in Origin . Right click on The Sims 4 picture. Click on “Game Properties”. Then untick the box that enables origin in-game.

Was the issues still there when the mods folder wasn't there?
Have you tried testing in another restaurant and does the same thing occur?
If you haven't done it already,try resetting your sims 4 folder and see if that helps. To do that, move your sims 4 folder ( that is in Documents -Electronic Arts - then the sims 4 folder is there ) to the desktop. Then start the game, and a new sims 4 folder will be generated. Exit the game and then copy back the "options.ini" or " options " file and the "saves" , "screenshots" "tray" "custom music " and "mods" folders from the desktop sims 4 folder to the new sims 4 folder, replacing the new generated file/ folders with the old file/folders from the desktop sims 4 folder

The issue was less noticeable without mods, but was still there. Same thing with using another restaurant, issue still there, less noticeable.
A detail that I also noticed is that whenever the host finishes to seat the guest, the host freezes in a default standing pose, and the sims they were talking to freezes too. Could this maybe have to do with the game having trouble processing the AI? I'm running an Intel i5 6600K CPU (installed less than a month ago) and game usage is in the 70-80s percentage, even spiking to 94%
Could you please post your DxDiag info here? It will take multiple posts.
To gather a DXDIAG on your computer, do this :
Press and hold the Windows key and the letter R on your keyboard
You will see a Run box in the lower-left corner of your screen
Type dxdiag in the text field
Click OK
Click the Save All Information button, found on the bottom of the DXDIAG report
Then copy and paste the information from where you saved it, to here in this thread.

The issues that you are experiencing may be caused because you don't have a lot of free space on your c drive. Try freeing up more room on the c drive such as removing old programs or files, and see if having more free space there helps.
The game and windows may be struggling a little bit to operate because they need more free space.
Also make sure that the game is using your graphics card. Do what is in this thread.

Make sure that your graphics drivers are up to date.
If you are not already doing this, switch to 64 bit mode and see if that helps the issues, ( I have posted the directions in the earlier post )
