Well, yes, that would work! Especially for one of those back-street places you might find in a run-down part of town. Not sure if it would fit easily in Hidden Springs though ... possibly Bridgeport or Roaring Heights?
I played with this, but as you can see... I can not make a run-down gambling joint!
A simple way for it to look seedy would be to use a weatherbeaten wood look for the doors, and maybe use one or two of those broken windows that come with the Now and Then manor. For the bricks you could also use the dirty bricks that come with the Amore set, and just change the pattern or color. (At least, I think that would work. I think the grunge is an overlay, which is independent of the pattern you select.)
You say it's "simple" but one reason I'll never make a speed-build is because I can take hours trying to find the right material and pattern for my walls!
I've not tried building in Sims 4 but this is one reason I love Sims 3, there is so much flexibility available to create (almost) exacyly what you have in mind.

It's a great feeling isn't it, when inspiration strikes and ideas start spawning. And, y'know, I think you're right, and it's not just the "mens" room either - I reckon the "ladies" are also used for all sorts of goings on, threats made (or followed through), deals struck, and all sorts of other shenanigans too ...
As it happens I don't have a problem with using custom content in my game, but I prefer to select it myself so that I alone am responsible for any untoward consequences. Although I don't want any custom content in the submitted lots, if you do have some CC that you would otherwise have used for your own game do let me know where to find it and I will check it out and consider adding it myself.

As @ciane has said you do not need to own the Casino set to enter this competition, obviously it can give you a few more options for your build but there are quite a few other options you can use. I will add these to the FAQ on the first page but I will highlight them here:
The Build should include:
A Bar (if you don't have Late Night use a juice bar instead)
Gambling machines - slot machines and the like
Casino tables
Optionally it could also include
Music stage
Bar games - darts, dominoes, that sort of thing
The casino tables are important for this venue but if they are the only thing you are missing, I will consider builds that have been designed so that they can be easily added.

To be fair, I still have that problem with The Sims 4 in that, to me, it seems too heavily focussed on specific types of play and I want more.

I was one of the few that had an instant click with KPST. It has a couple of nice things for outdoors and for kids bedrooms and for kitchens. Offcourse it also has some horrendous pieces.... But yeah, it's just a stuff pack

I wasn't going to buy it either, when I first saw it. It wasn't until I saw a few amazing amusement parks that used the pieces really well that I wanted to get it. I had also been hoping to get it on a sale, but that particular SP never went on sale. By the time I was going to buy it, EA stopped marketing it, and there were literally only a few left on Amazon. Most copies were selling for over $100, but when I saw one seller selling them for $15, I snapped it up immediately.
I've used pieces from it, even some of the clothing items. Some of the clothing is horrendous, but there's one little piece that I've used for women as an exercise outfit that's cute, and, iirc, doesn't even need recoloring.
Those outfits that have those huge candies on a salient part of our anatomy, however, just HAVE to go. :P

Those are the 'obvious' ones but I know that Sims builders love to use items in unexpected ways to create something special so, for example some content from the Man Cave Compilation might be appropriate, perhaps Loud, Fast, Clash! – Bedroom + Attire, maybe even Le Cirque Celebration!
