My mouse does not want to move the camera around the screen. I am often "fighting" with it to get the camera to move, and often resort to using arrow keys on my keyboard. The overall effect is unpleasant, since I feel like I'm constantly fighting with the camera in an effort to see my sims.
Is this normal, and just something I have to get used to? Or is there something I can do to change or improve this?

Try switching between sims 3 and sims 4 camera controls and see if this helps your issue. Some simmers find that sims 3 camera controls work better /easier for them when playing the game.

The only other thing I can think of to suggest is to be sure edge scrolling is checked.

Thanks for the info on how to tilt the camera. It seems like it would tilt with the middle button once, then it wouldn't work anymore. I'll have to try to remember 'right mouse button + control key'. I'll probably open the game up again sometime before the end of the month. Right now I'm having too much fun playing and remodeling a legacy house in TS3, TBH.
