Swimming Center always feeling empty

When I first opened up the swimming center we had Wobbles the weirdo bunny 
which made the center feel more lively but when I finished the quest I realised she was only there temporarily. I don't know why but when I enter the swimming center it makes it feel so empty. We have a reception at the entrance but no one actually stands there, so the real question is, could we please have an NPC receptionist? 
That would be so great, I would like to feel that my sims aren't the only ones living in the city and that there are other workers xD
