Hey guys. Playing TS4 more nowadays, my gripes with it aside. It's grown on me.
Here's the gist: I moved in an older man to seed my town a little (not playing with MC Command Center at the moment). He died, and two of my living active sims went to visit one of his babymommas. She had a baby a couple days prior, and it was time for him to age up right as we visited.
And as soon as he aged up...added to my household. Completely controllable and everything. My own sims never ever interacted with him. Didn't even know where he was until I panned to him once he was in my UI.
So I ask: is this an intended feature of the game or not? I didn't find anything either way by searching.
I'll probably send him back where he belongs, but I'm just confused now.

It is just a glitch that happened in your game. It shouldn't normally happen. The glitch has occasionally happened in simmer's games but normally shouldn't occur. This is a link to a post on the AHQ EA site where another simmer posted of it happening in their game.
