What's the best laptop or computer to play the sims and record at the same time?
I really want to start doing an LP

In my opinion laptops in general are only second choice. If you want to play with the 'ultra' graphics and may be with more then one monitor or at least a 4k display, you need a suitable graphics adapter and some cpu power. And for the monitor, the laptop build-in displays with 15" oder 17" are imho way to small. I use three 24" displays in parallel with an AMD eyefinity configuration. You can really get used to it.
OK, I admit, three 24" displays espacially for Sims4 is overdone. I chose this setup for other games. But if it's already available, why not using it?
At the moment, my choice would be an Intel Core i7 CPU with 16 GB RAM and a SSD (!) as storage. As for the graphics, my choice would be something like a NVidia Geforce GTX 900 Series or an AMD Radeon R9.
I know, that there are also some laptops with similar specifications and you can always add an external monitor. But those tend to have temperature problems if running on full power and they are expensive. So in the end, I would buy a desktop/tower with the specs mentioned above (as I already did, and I don't regret it ).

If you're looking for something fairly inexpensive but with decent graphics, get the MSI CX62 6QD. That's what I have since I didn't really have room in my home for a computer..
Use Bandicam for recording. You can get a free version but it has a watermark at the top (and can only record for 10 mins for each video), but you buy it for $39. It's very user-friendly.
Or you could use this one: Open Broadcaster Software. It's totally free but I have no idea how to to use it cuz I'm dumb.
