I have a family of 6 sims. When I take one of my sims anywhere, all actions that I have queued up for the rest of the household just cancels or disappears.
My sim teen had to do her homework 3 times, cause every time I left the house and she was not done, she had to start her homework all over again every time I got back to the house.
They don't do anything I tell them to do before leaving the house.
Is this a glitch or is this part of the game??????

It is a part of the game. It is not a glitch. You need to be at home actively on the house lot for the sims to do the activities that you want them to do .

TS4 does function like a mixture of TS2 & TS3
the time passes everywhere & things happen evewhere like in TS3 but you, the player are able to direct sims only on the active lot like in TS2
you have to play along those limitations & decide which actions are important for your sims & which not so
& often which sim you want to focus on while others have to wait
thus it's best to play either on long life span or with aging off
another i think the devs wanted to try a different approach because both ways, that of TS2 & that of TS3 have negative sideeffects
in TS2 if you play with aging on, as it is originally set in the game, you can end up with grandchildren dying of old age before their grandparents
in TS3 rotational players were unsatisfied with the story progression going on
thus TS4 has no story progression, the only thing happening in the families you don't play is aging if you have aging on, those sims don't form friendships, don't form love, don't marry, don't get children, they stay in the same house ... all that if they don't get culled before, which is a plague, & an intentional too
so one important advice
you should Save As every day you play in a new save
if sims become culled, you can always go back to your own save the day before as the removed sims still were there
but in general
i don't think rotational play is even possible with TS4 meantime
not if you don't use mods
I understand it doesn't help you with their homework, but it might help direct your sims in different areas.
