Is it just me, or does no one have skill books in the library in Windenburg? I've always used the library in Willow Creek until today. I clicked on every bookshelf in the Windenburg library and none of them had any skill books.

There are no skill books in Windeburg library. A workaround is to go to Willow Creek library, and enter build mode. Make a room and place the bookcase which has the skills books into the room. Save the room to the gallery. Then go to Windenburg library, enter bulld mode and place the room into the library. Then you will have the skill books in the library.

I tried saving a room from the Willow Creek Library with a bookcase that contained the skill books. I checked to make sure that it did have the skill books before I saved it. Unfortunately, when I placed that room in the Windenburg Library, all the skill books were gone.
So, I enabled "testingcheats" and "bb.showhiddenobjects" and then went into buy mode and put "debug" in the search box. I located all the skill books, placed them in the library, closed the buy mode, and then dragged all the books into one of the bookcases, and it worked. My Sim was able too use the books and gained a skill.
Good news is, once I stocked that one bookcase, all of the other bookcases automatically became stocked with the skill books as well. Bad news is, when you click on "read" and the list of books comes up they seem to be in the order in which I dragged them to the bookcase instead of alphabetically or with the lower skill books coming first. It's a bit of jumbled up mess, but at least I now have a fully functioning library in Windenburg. When I have nothing better to do, I may go back and redo it so the books are in order.

I am sorry that the skill books didn't remain when you placed the room with the bookcase into the library. The skill books usually remain when placing the room with the bookcase into the lot.

I tried Luthienrising's Library Bookshelf and it worked. When I placed her's all of the bookcases in the library became stocked with the skill books as well. Comparing her's to mine, the only difference I could see was she had categorized her's as "Career & Misc" and I had categorized mine as "Study". So I tried uploading another room from the Willow Creek Library, this time using the category "Career & Misc" and mine now works. I may try recreating my first attempt tomorrow and see if categorizing it as a "Study" is what caused the problem. When I find a mystery, I have to solve it.

Oh cool! That's a complete fluke that mine worked because of that particular detail - I don't even recall choosing the room type.
