Hey, guys. Newly built computer having trouble running Sims 2 Ultimate Collection

So last night I installed TS2UC, but today when I go to run it I get this error:

"A required security module cannot be activated.
This program cannot be executed (8016)."

I have tried this as recommended in an ea help article I found on the topic:
1 - Open the command line by clicking on the Start menu button and then selecting the "Run..." option.
2 - Type cmd and press Enter.
3 - Type in rd /s "%APPDATA%\SecuROM" and press Enter.
4 - Answer Y to the Y/N question and press Enter again to complete the process.

But when I do that, it just tells me that it can't find the file specified.

So I also tried running the program in compatibility mode for every version of windows that I possibly can and I still get the error.

So I have read that in some cases this is caused by Intel Skylake processors (mine is Intel Core i5-6600K, which I have confirmed is a Skylake one) and that updating my BIOS would be a good next step. Just wondering if that's my only option. It's not the end of the world if it is, but I would have to wait longer until my brother is home to help me fix that.
