Please help me. I need a link on how to make custom nocc paint by reference paintings

I apologize if this request has come up a million times, but I did look first. I have spent about 3 hours searching before posting here. I have seen painting collections in the gallery of outside game images that have been painted from reference and do not get tagged as cc. I would like to make a few, but I'm not sure how to do it.
