FPS Limiter, 3Booter, VSynch: I'm so confused!

I'm in the middle of a melt-down here trying to figure out how to fix this. I've been searching the internet for the last couple of hours but I think I need professional help. Since I got my TS3 game all up to snuff I'd been trying to remember to check what FPS it was running at and today I finally did only to discover that it's hovering around the 400 fps mark! It's no wonder when I'm playing my computer sounds like it's trying to launch itself into space.

In my reading some things say to use the in-game setting with vSynch enabled, others say use 3Booter, some recommend using a different FPS limiter. I did try enabling VSynch in my video settings then change the refresh rate setting in my game but that did nothing and at this point I'm beyond clueless as to where to go next.

The graphics card I'm running is the NVidia GeForce GTX 750 Ti. I don't know if anyone would need more info than that but I sure would appreciate any help I could get in getting the FPS turned down.

ETA: TreyNutz just reminded me I forgot to mention I do play in full-screen mode.

    I recommend using V-Sync via NVidia's control panel than using a FPS limiter. :)

    I've been trying and so far I can't get that to work. I did mention that in my initial post but it's kind of at the end of the middle paragraph so maybe it's easy to miss. :)

    So I probably should've been a bit more clear in my original post. Of course like I said I was in the middle of a melt-down over this when I posted. I was trying to remain calm and post in a rational manner but I probably didn't.

    So yeah, I'd gladly use VSynch if I could just get it to work.

    Lolz. Thanks, I know they're the experts but I didn't want to do a shout-out, I imagine they already get a lot of those and this is not the best time to have a technical problem I'm not solving on my own.

    Are you playing in full screen or a window? Ibelieve VSync on Nvidia only works on full screen. I play in a window usually so get a much higher FPS than what VSync would allow.

    You know what? I forgot to say, I am playing in full-screen mode, so at least I did manage to make sense enough of what I was reading to understand that at least I was doing that part right. LOL

    are you on the new patch 1.69 or 1.67 ? We are seeing a lot of people having trouble with vsync and the1.69 patch

    Ah shoot, more critical info I forgot! I'm on 1.67 and my base game is the original day of release game from 2009 and all my expansion packs are installed from discs.

    You have to be in full screen for vsync it to work

    add the sims 3 game to your Nvidia control panel. Under 3d settings/program settings click browse to find the TS3w file

    in your Nvidia control panel under 3d settings click add then browse. Then you will be clicking on a bunch of files to get to the TS3W file which runs the game. computer C, to program files X 86 file, to origin games file, to the sims 3 file, to the game file, to the bin file. In the bin file you will find the TS3W file. Add that to control panel and put vsync on adaptive. This game must have vsync on or it will run your fps way to high. Also remind yourself every time you have an nvidia card update make sure it does not reset your vsync before playing. Nvidia card updates will also reset your game launcher settings every time.

    Do you know how to use cheats in game? If you ativate testingcheatsenabled true , you then open the cheat box again use fps on cheat hit enter and fps should show up in game in the upper right hand corner of the game. this will let you know if vsync is working after after you add our ts3w file to nvidia control panel

    Yes, I play in full screen. Here is what I did before I ever posted. I started the game and turned on fps which shows the game running at around 350-400. I exited the game, dug around the internet for a while then went back into the game and set the refresh rate at 60 then exited out of the game. I loaded up the NVidia panel and selected my TS3W shortcut, which is what I use for launching my game, chose the option to turn VSynch on from the drop-down menu then clicked Apply and exited the control panel. I restarted the game, turned on fps again, and there was still no change. I tried this three or four times.

    P.S. Thanks so much for trying to help. I'm going to bed now and will try to face this again tomorrow. For the life of me I can't figure out what I'm doing wrong.

    did you add the actual TS3w file to nvida control panel and save settings

    This is the sims 4 but same would apply for he sims 3

    @phoebebebe13 Yep, that's pretty much what I've been doing, although originally I was setting it to "On" not "Adaptive". I just tried the Adaptive setting and that still didn't work.

    Epilogue: I now have my game running at 30 FPS. Yay? I ran into a bit of trouble with it not working at first but thanks to your screenshot, Pary, I was able to see I had a different version of the .exe and got the one that's available now. Oh, and you know what? I've got the game running in the background right now and my computer doesn't sound like it's trying to launch into orbit. Phew!

    As for my NVidia control panel I may need to uninstall and reinstall my drivers but that's not a headache I want today.

    So thank you both so much for your help and I'll try doing the driver thing and the NVidia control panel thing later.

    BSIRegina, do you have a computer with dual graphics cards? I have a gaming laptop with one integrated graphics card, Intel HD 4600, and also Nvidia GeForce gtx 860M. I had to turn on Vsync on both Intel and Nvidia control panel, otherwise it didn't work.

    750 ti card is only on desktop

    I have just the one card but that could be something worth mentioning because whether the computer was laptop or desktop a person would probably need to set both cards that way.

    do a clean install of your drivers.

    Download and save your driver http://www.nvidia.com/Download/index.aspx?lang=en-us

    then disconnect from your internet

    uninstall the current driver http://www.nvidia.com/object/IO_13955.html

    install the new driver you saved in downloads and then reconnect to your internet

    Nvidia can be a pain. The have so many updates but that is good because AMD takes forever to update things . If op's vsnc is not working they should reinstall a clean driver and hope that fixes the problem. This game can not be played without vsync for those with decent and higher end video cards

    I know what you mean as I tend to be the same way. It's like getting the maintenance done on my car. Even though I know I'm not it feels like I'm just wasting time.

    I don't think it's entirely fair or accurate to say "this game can not be played without vsync" since 3Booter CAN just as easily be used with an FPS limiter and accomplish the same ends. It should be said that with a decent video card this game should never be played without an FPS limiter.

    Having said all that, limiting the FPS also solved the problem I've been having in CASt in Build/Buy mode all this time. I posted about that some weeks back asking if anyone had any idea as how to fix it and the only suggestion I got was to get an SSD. Yet all this time the problem was simply related to the ridiculously high frame rate. Go figure.
