No, you have to download and install any software if you want to use it.
All Sims 4 modding software is safe - both the actual modding tools themselves (Workshop and Sims4Studio) as well as all of the 3rd party "big" programs like Blender, Photoshop, Maya, Milkshape, The GIMP, etc. As for not taking up a lot of memory, eh, no. Do you mean RAM or storage space? Keep in mind that you are working with 3D graphics and texture files that inherently require decent specs, and things like texture files can take up a lot of storage space depending on your workflow.
