A question on the Seasonal Lot Marker.

I have a question. 
I have a few parks and community lots in my game I'd like to set to change for the seasons without having to manually go in each and every season and edit the lots. Is it possible to do this using the Seasonal Lot Marker in Debug without having a bunch of festival lots everywhere? With Autumn fast approaching, my favorite time of year, I am hoping to be able to make this happen and have fall touches to community lots and parks all over the world.
