I can see why, what with the lack of clothes but wearing shoes & jewelry and somehow thinking just wrapping himself with a towel is properly dressed for a trip to the park. Pretty soon he will have to knock door to door with every sim in any neighborhood he moves into thanks to foolish at best ideas like this.
Plus that facial expression adds to the creepiness of this sim too.
OMG @Cavapoo_King there is a female version to my male. This must be a NPC character then. Imma have my sim engage him to see what the deal is.

Those are what I have dubbed Pantyhose Leprechauns. The male variation always wears the stripped socks with those boots, pantyhose, shorts, and Leprechaun hat. The females always wear the palm tree swimsuit instead of the shorts & tube socks. Sometimes they wear the Luchador mask instead of the leprechaun hats.
Wait, wut? I just saw this guy and thought it was a random mishap worthy of this tread, but it's actually a San Myshuno thing? EA... why? I hate rando sims!

Off topic, but do you use a filter in your game to get that rotoscoping look? Your graphics look really cool.
Ha, no, I wish it was a filter in-game. I use a photo editing program to apply a cartoon filter on the screenshots I take. It's not really necessary, but in my opinion it improves any images directly taken from the game (brings out the textures and does something to tone down the lighting in game). I got this idea originally from GracieO312. They have their own topic going on named The Supernatural Saga- Cartoon Sims! in General Discussion. Feel free to check it out as they are really good at enhancing screenshots this way.
@Rouensims the "Cartoon" and "Cartoon Legacy" artistic filter in "GIMP" (Free download) is really handy for that. I've been using it to make custom paintings and posters for in-game. It looks alot better and more clear.
@SimsLady2000 I've noticed that alot lately. That my sims I'm playing (I go to world management then back) or in NPC mode wear random outfits sometimes not in their outfits settings. Weird.
