Where can I download Ned?

Hiya simmers 
So I'm still wondering where I can download Ned.
Aka this guy:
Enough images... Basicly the promotional gardener who loves his cowplant very much (I don't need a cowplant too) who can look super hot in the lux party trailer and you don't realise it's him. At other times he looks ok. But basicly I'd like to download him, it doesn't have to have all his promo outfits included but it can. I just want him in my game because he'd be a fun sim for my game.
