Stairs that stack on top of other stairs

Okay I'm building in my game right now and I've come to a standstill.
We need stackable staircases that can hollow out when you place other stairs underneath but still keep a wall on both sides because I wanted to place these stairs, that lead into the basement under the stairs that go up to the second floor. I can't because stairs can't intercept.

I just learned I could replace the upper stairs with solid stairs

But I'm still left with the main issue.

ultimately how I'd like this room to come together but there are a few places that don't look right.

Something small I think can be done... that and 2x2 coffee tables.

I agree on that one. Should be possible from the very beginning - at least to save place in small buildings
