How hard is it to learn how recolor hair? What tools do I need? Mind you, I have no sense of what goes together or not when it comes to nuances. But I would love to start a rainbowcy in sims 4. Male and child hair Colors seems to be lacking though....

This a great site to get many colours of hair. I hope that you may find hair that you would like for your game there

You will need Sims 4 Studio and a 2D editor like Paint.net, GIMP, or Photoshop.
Was not sure hair and clothes was the same. Now I know and just need to try it out!
Good luck!
It has a very user-friendly interface, a 3D model viewer that allows you a controlled view of your recolor from all angles, and a very easy method for making your custom catalog thumbnails should you wish to make them. It has a tool so you can make precisely colored swatch thumbnails too. You can even change the appearance of the model in the model viewer to see how your recolor will look on different skin tones.
Unlike other Sims 4 custom content recoloring tools, it's fully supported and documented and there is a friendly help forum to turn to should you run into questions.
As ponderberries said above, it's "Super duper easy."
Actually, Studio's streamlined method for making custom thumbnails and the tool for matching your swatch thumbnail color to the hair or garment color are unique to Studio and they're part of why it's so easy and fun to work with. The large online manual of Sims 4 tutorials showing how to use these and other features of Studio is unmatched by any other custom content tool for Sims 4.
And speaking of tutorials, I completely forgot that Studio has a hair re-texture tutorial too. While not exactly the same as recoloring it's closely related enough that it might be of interest to people working with hair also.
