Can I form "rooms" with half walls?

Will I be able to form a room with half walls and put a ceiling on it and such? So it would be like a real split level. Is it a thing?

I tried, I wanted to make the upstairs bedrooms have the half wall and low ceiling a lot of new england homes have. The ceiling sort of floats over half walls leaving a space.

You can't. Which is kinda sad.

I was really hoping these half walls would fix the issue with the roof popping through if you try to make an open landing. Right now, the only way to avoid it is to make sure you don't have any roof parts anywhere near the landing. Kind of limits the build-ability.

Oh, too bad, I was really hoping for great split level like in TS2. But alright, I'll be content with different Not-full-walls then ^^
