Horses

Does anyone know of a mod that will completely stop horses from spawning? I have the game set to have no horses spawn, I've removed them from my neighbourhood, yet still wild horses are spawning and theyr'e hanging and freezing my game on occasion because they keep getting stuck everywhere (specifically in a few houses that have enough fences to basically welcome this kind of problem). I've already used Master Controller and while it removes the horses and wild animals at request, they will just immediately spawn again.
