Is there a Cheat/Mod to stop motives from decaying?

I have seen one from Mod the Sims by Mgomez, but he doesn't seem to be updating it. It's really not what I'm looking for anyways. I would like something like the painting from TS2 where you could max out skills/motives/relations for all the sims on the lot.. I would appreciate anyone who could point me in the right direction..? Please & Thank you!

Sure is.
Just turn on testingcheats true
Then shift click a sim and the option Cheat Motive > Disable Motive Decay should come up.

There is also the cheat for changing skill levels
stats.set_skill_level [skilltype] 1-10
