Can't Invite Friends

So is anyone else having the problem where when you have parties you can't invite a lot of the sims you know? Or that they don't show up in relationships? Like my sim has met a LOT more people than it's showing up. I know a lot of townies get 'culled' but I installed the 'no culling' mod and it seemed to work. They show up in town again but not as people I can invite??

Could it be that they are at jobs when the party is being held? IIRC, relationships also got messed with for some people. (I haven't seen that, but I didn't have a large population and culling either.)

I thought that but I've held parties at all times of the day. And I still see them in town they just don't show up in the relationships thingy...
