for me, i just started to play the sims in three or four months for the first time, so i decided to clear out everything inside my mods folder. so now it's wiped clean. i ended up downloading new custom content, and realized i needed the resource file. so, i finally think i got that? not sure, in the mods folder i moved it to it says 'resource.cfg' with the white paper icon. then, i opened up the game and made sure the custom content option was on, and went to make a sim. none of the content i downloaded was there. am i missing anything?

Try moving your whole mods folder to the desktop. Launch the game, and a new mods folder will be generated in the sims 4 folder.. Exit the game. Then put your mods/cc from the old mods folder into the newly generated mods folder and test to see if the cc appears.
This is also to make sure that a new mods folder is generated.
okay so i did all of that- and a new mod folder was created, fortunately. so i moved everything back not including the resource files already there, and launched up the game to see if the stuff would be there, and it didn't work. i don't know why its not working- if its the computer I'm on, or just i did something while deleting the files.

Make sure that you have extracted the package files out of the zipped folder or the rar file, if they come in zipped :or rar formats. The package files then go into the mods folder.
If you still have the zipped folder or rar file in the mods folder, move it out and place it somewhere else on your computer.
Try placing the package files directly into the mods folder without being in sub folders.
Check that the files are for sims 4, and not for sims 2 or 3.
checked all of that- didn't seem to work, cant put my finger on why it won't though.

I used to have sims 4 on my old computer and I re-installed the game on my new one. I looked at my folder and I never got the recourse.cfg folder or a mod folder. I tried to download the folder and put it in my files but it doesn't work

If you have loaded the game at least once, and mods folder wasn’t generated,do you use One Drive? If you do it could be causing this issue, Try seeing if there is a mods folder in One Drive . The game may be using that mods folder instead of the one in Documents -Electronic Arts -sims 4 folder . One Drive can cause issues,
If you don’t use One Drive, try using the search bar on your computer , and search to see if there may be another mods folder on your computer that the game is using instead of the one directly in the sims 4 folder.

@rosemow Yeah I've tried all that. I actually had someone from EA patch my game for me a few months back because my game wasn't working at all on my Mac. I wonder if that messed up the Mods for me. I didn't even know this was an issue till now - since I just started wanting to use mods again.
@nerdfashion I downloaded Sims 4 to my computer a few months ago. New computer. So I know with EA fixing my game already, that my game isn't broken. IDK if their fix disabled Mods forever for me. I've been debating getting a Windows computer just so I can run the game exclusively on that. I think the new platform on Mac is making it impossible to get a fully working game.
If anyone knows where I can find a new copy of the resource file, that would be amazing. It has been impossible to find online since my game will not generate a new one. I even restarted my computer because I thought maybe that would fix it.
