Problem with buying business and moving to active households

Ok, so my Sim bought four properties and transfer each one to his children, so when I move them out the house and made them the active household, there was no certificate 
,it happen to all of them, so when I switch back to Main household (my original Sim) he didn't have the last certificate. So whats the deal? I am doing something wrong, or is it some type government conspiracy from allowing my Sims to owe property?
