Just had the same issue myself when I tried to add an avatar. Apparently there were some trolls using illegal/inappropriate images as profile pictures and this caused a bit of an uproar seeing as there are younger members on the forums, so the Gurus decided to disable the profile picture function until they can figure out how to stop people using improper images, but still allow people to use avatars.
There is a post in Forum Rules addressing the issue:
"Please be assured that we are investigating the recent issues that have surfaced on these forums. Pending our investigation, we are disabling the ability for General Users (people who have joined the forums in the last 8 weeks) to edit their profile, amend their signatures or create new avatars. We trust you understand that while this change may be inconvenient for some users, we believe it is a necessary step to maintain a friendly environment for everyone. We will keep you updated on our progress and next steps.

Still ongoing. Member since 2009, and still getting the "cannot edit profile picture" message. I absolutely understand why they disabled the feature, but it still sucks when folks choosing to do ill ruin it for everyone!
I'm sorry, but would someone be kind enough to explain this "point" system that's going on? How many points or what are the requirements that we can or cannot put up an avatar? I'm sure it's not extreamly complicated but I have yet to come to an understanding with the system.

Thanks @rosemow ! But why do I see some people with less than 30 post and they're able to have an avatar and share pictures?
Hello. Some simmers already had avatars before the new rules/point scheme was introduced, so they still have their avatars from then. Simmers can't change their avatars until they become full members.
Yes, the system is still in place. You need 30 posts and 50 points to acquire member status. It unlocks full member privileges, including an advanced post editor (which means you can post things like links and pictures), access to the avatar picture function and signatures.

thanks for this guys i was as baffled at the first commenter as I have also been a member of the sims since 2011 but i assume with the new sims4 page there is slightly different definitions of being a full member. I'll be sure to check out the links. Cheers peeps!

Hello. When you have enough points and posts to become a full member, you can change your profile picture by going to preferences, and then clicking on the link on the left hand side to "edit my picture."
I know that new members can't have profile pictures, signatures etc. but I have been a member since 2012 and it doesn't let me change it. What is the cause of this?
You need to have 5025 points and 3015 posts to become a full member. EA had changed the rules on how new members could do things on this forum as we had a very high increase in troll activity back in September of last year. The said trolls were using/posting unwanted, nasty and illegal pictures as their avatars, so EA had to do something to curb the unwanted activity. This new forum is a Vanilla forum where anyone can make an account without having to register a game with EA/Origin, thus making it easy for anyone who gets banned to make yet another account to be able to troll yet again. And since they have put this in place, it has curbed the troll activity down a lot. And EA really don't care how long someone has been here as they are going by how many posts people did in the past on the old site, meaning if you only commented once or twice, then you won't have the required points to be a full member. I have seen people who have been with the TS3 forum since 2009 but are still a new member because of the lack of comments that they had done. And EA doesn't know who is serious about the game and who the trolls are, so they set this system up to root out any would be trolls.
So in order to get points, you make comments and get likes for your comments as each time someone likes your post, you get 1 point for each like. As for as the "lol" option that we have on the post, you only get points for those when you reach a certain amount of points. The lol is no longer a thing as they have changed it Awesome...
Another thing that you can do to get your post count up is to go over to the Off-topic forum section as there are a lot of word games and 4 word stories that take place over there... http://forums.thesims.com/en_US/categories/off-topic-chat
