Reseeding town with new families... but new families can't afford existing homes [Solved]

Is there a way to give new families funds without actually playing them? I don't want them to count as a played family, but I need them to have more funds. Motherlode doesn't appear to work when moving a family.
Currently I'm getting around this by bulldozing the lot, moving the family into the empty lot and then adding a house from the gallery in on the lot which bypasses the household funds.
This is a pain to do and it will mean every 3 generations I'll pretty much have to redo the entire town's homes. It stinks that nobody is moving into houses when the families die off.
Thank goodness for the gallery. Having to replace all these sims and likely the houses would be so much more work if I couldn't download premades.
