Maps and neighborhoods

We have now established that each neighborhood is technically what we used to call a world in TS3, and the map is not representative of any actual geographical layout, but just a pretty way to move between these mini-worlds.

So presumably there is some way to mod a map itself to bring together a group of neighborhoods as the modder wants to display it, while we are waiting for the world/area/hood) editor itself. Any clues about the resources involved in that?

It isn't possible to say as s4pe will not read anything inside the .world files.

    It's why I am asking here :)

They seem to just be basic images with the lots overlaid, so they could be in the UI package or the world file itself, but that's just my guess. Can't get s4pe to read _img files right now and I'm dying to find out more.
