Can you age sims who are not in your household?

I don't know if this is where to post this because I'm new to the forums but I'll go ahead.
I'm playing TS3 on the xbox and I want to age my teenage sim but I want her to date another teenage sim but teens and adults can't date. So I'm wondering if I get the option to make him blow out the candles? Or do I have to make him move in and then make him blow out the candles? I have the maximum sims in a household though :\ But I could try move out and leave the parents behind (I have enough money to move out) Thank you! :)
