Hi! You should have a Mods folder in MyDocuments/Electronic Arts/The Sims 4 Create a Sim Demo that already contains a Resource.cfg file. Put the .package files in there, and the game should recognize them.

I have changes my resource Config as below and have a package folder in my mods folder with sub folders for recolours ect. You can have 6 sub folders with this and it is so much easier to remove items when you want to. I hope to be able to merge my files eventualy.
