Mods! The struggle!

I tried to install NRAAS Mods.
Here is what I did:
I clicked downland and a dialogue box popped up and I selected open with Win-zip.
Then, I went in Win-zip and unzipped the folder.
Then, I put the package file into Electronic Arts> Sims 3> Mods> Packages.
And nothing happened when I entered game-play.
I also deleted my cache files.
I tried installing Overwatch & Woohooer.
Can someone help me out here? Pretty Pwease

For those 2 mods nothing obvious should happen just by entering a game. Once you install them though, you should be able to click on any computer and find a NRaas option, or click on City Hall from map mode. From that you should be able to click on the mod name and then get a screen to choose options.
