Cannot Uninstall Sims 3 Base Game

Okay, so I uninstalled my two expansion packs, Supernatural and University Life, perfectly fine using the InstallShield Wizard via the Control Panel's 'Add/Remove Programs' tab, but I can't uninstall the base game. It comes up with an error message saying:

An error (-5006 : 0x80070003) has occured while running the setup. Please make sure you have finished any previous setup and closed other applications. If the error still occurs, please contact your vendor: Electronic Arts (http://www.TheSims3.com).

I then went in and deleted every single little file and folder regarding Origin, Electronic Arts, and The Sims 3 - I even used my Norton software to delete every single little file I would not have been able to find on my own. However, I could not delete the empty folder: FeaturedItems. It comes up with another error saying:

Cannot delete FeaturedItems: the directory is not empty.

What on earth am I supposed to do? I can't uninstall my game, and I can't delete that stupid little folder. Is that folder the route of my problems, or is there something wrong with my InstallShield? I've read on the Internet that I should probably just uninstall InstallShield and then reinstall it, but I have no clue how to do that - and doesn't reinstalling it cost money since the program cost money in the first place according to the InstallShield website?

Is there any hope of fixing this problem, or am I just going to have to give up on Sims 3 and wait for the new Sims 4 in 2014, which would be a pain in the butt. I can't install it either as it says that a version of this program is already installed on my computer and in order to reinstall it I have to uninstall my old file.

    Hi,

    When you performed a manual uninstall, did you also remove the leftover Windows registry entries referenced by the base game? Did you also delete the InstallShield subfolder referenced by the base game? For reference instructions on how to manually and completely uninstall the base game can be found in the following EA Support article:

    Please note that you may require Administrative access to perform the manual deletion of game files or registries. If issues persist with manual deletion, it is advised that you boot Windows in Safe Mode before trying again.
