Story mode or not?

So with each new game can I change the options? Or do my settings stay for each game I make?
Also whats everyones thoughts on story progression mode? I would love to have the other families develop but I don't want the ones I created to move away.
Sorry Im new to this only just got the sims 3. Any help will be wonderful.
