Sim Met at University Town Won't Move In When Back Home

One of my Sims met a girl at university and they became boyfriend/girlfriend. Once back home, I had him invite her over so they could progress, but it isn't working. I had him marry her, and she didn't add to the family. Then I reloaded and had him be friendly with her until she'd move in, but she still didn't add to the family.
I know I can use the cheats to get her to add to the family, but does anyone know why this isn't working? I've not had any previous problems with marriage and moving in, though I've never tried it with any kind of foreign Sim before.
I did find other posts about the same symptom but for those, the moving in thing was the workaround and that didn't do it in this case.
