no sims load when i go to WA location

I tried searching for this specific glitch but i couldn't find a post about it. I'm sorry if this is a repeat! Anyway I send my sims away to a location, last being China and the location loads but there is no controllable sims!! I can't do anything it just shows random location npc sims running around.

Has anyone ever had a similar problem? How do I fix it?
