Can't age up

I have two sims on a lot that were due to age up-a baby and an young adult. I use the Trigger Age Transition cheat on the baby first (I always age up that way-never any problems before), and got the usual "It's so and so's birthday" message, but then the interaction suddenly stopped. I tried it again, then tried aging with the Master Controller mod. Same thing. Then I tried her father and he aged up just fine. So I used resetsim, and still nothing. Then I decided to try it the old fashioned way and bought a birthday cake. I clicked on that and it said "no one on this lot can age up right now".

I do have a seasonal lot marker on this lot, is that why? I tried putting the cake under the current season (summer) and under common. I also have a festival lot placed in town.

Anyone else having this problem?
