Lot Re-Zoning and Throwing a Party NOT WORKING

I am having problems with my drop down menu options.
Anytime i want to Rezone a lot or Throw a Party, the drop down menu does not work. And you have to choose an option from the drop down menu in order to do both of those things.
When i click it, i only see a flash of what is offered on the menu. Then it dissapears.
This is going to **** me off enough to quit playing for a while.
Id like to throw a party. Id like to build a community lot and zone it as a Nightclub.
